Indicators of Transparency in Islamic State (with Emphasis Put on Alawi State)

Abstract

One of the most important commitments of a competent ruler is that he should ensure human rights as well as citizenship rights. In this regard, transparency is one of the clear qualifications of the competent ruler which, as an efficient mechanism supporting political, economic, social, and cultural rights of the citizens, can bring the power to the expected point and be a valuable means to fight inauspicious phenomena such as political and economic corruptions which are among the most important legal and political challenges every society face.
Though the legal concept of transparency is a new one, its roots may be found in Alawi teachings and in particular in his short period of ruling. Ali (a) thought as transparency in ruling as a necessity and spoke o his governmental idea and actual way of ruling frankly and explicitly. Except for war secrets, he did not consider secrecy as being permitted. In Alawi thought, some Indicators and standards- whether structural or behavioral-  are involved which provide a ground for realizability of transparency, public good, and public interest. Explicitly stating the state’s positions, alarm to the agents of the states, explaining rights and duties of the agents and people towards each other, necessity of easy access to the agents, employing high level standards of honesty and morality for employees of the state, informing people and explicating reasons behind punishing agents are behavioral Indicators of a transparent state. Also, employing structural indicators such as covering supervision net as well as an independent juridical system may be useful in attaining transparency.
